摘要
作为环境政策中经济手段之一的排污权交易制度,能够有效地降低环境负荷,达到保全环境之目的。为改善环境污染问题,我国已在部分省市开展二氧化硫排污权交易试点项目,因此,建立完善的排污权交易制度已成为当务之急。本文试图通过分析美国排污权交易制度,寻求美国排污权交易制度成功的经验,为我国建立完善的排污权交易制度提供某些借鉴。
As an economic means of the environment policies, the trade system of eliminating defile right can be effective in reducing the environmental burthen and can be expected to extensively protect the environment. To seek the way to improve the situation of environmental pollution, there are some experimental regions in China where the trade of the sulfur dioxide elimination right has been proceeding. So it is urgent to establish the complete system of the trade. This paper, on the basis of an analysis of the relevant American system, tries to propose to the government some workable methods and measures.
