摘要
青岛市排污权交易市场并不活跃,没有发挥其作为新型经济手段的引导和调控作用.浙江、重庆、湖南作为试点省市在排污权交易工作中形成了具有特点的模式.在青岛亟需治理雾霾天气的严峻形势下,为加快实现"十二五"规划减排的目标,通过对试点省市排污权交易模式的分析,寻找青岛市实施二氧化硫排污权交易的可能,在此基础上对青岛市二氧化硫排污权交易的构建提出建议.
The market of the emission trading in Qingdao is not active.It does not play a role as a new type of economic for guiding and regulate emission trading market.Zhejiang Province,Chongqing Municipality,Hunan Province as pilot cities have been forming the patterns with their characteristics in the work of emission trading.In Qingdao,under the serious situation of governing the haze weather,in order to accelerate the implementation of the＂Twelfth Five-Year Plan＂which contains the targets about cutting emission,this article through the analysis of the pilot cities of emission trading mode,looks for the possibility about implementing the sulfur dioxide emissions trading,and on the basis of this,puts forward some suggestions for the construction of Qingdao sulfur dioxide emissions trading.
