摘要
政府自利性是政府自我服务的倾向,是政府追求自身利益最大化的属性。政府自利性的存在有一定的合理性,但政府自利性的膨胀会带来政府权力的扩张、使公共政策的制定和执行发生偏差、腐败蔓延、政府功能衰退和政府合法性丧失等诸多弊端。矫正政府自利性的措施是建立完善的责任机制并努力使政府的激励机制和约束机制结合起来。
The government selfishness is the trend of the government's self - service and the maximum nature that the government seeks its own interest. The existence of such nature has certain rationality. but its expansion will bring many malpractices. such as the dilatation of government power; the deviation of making and implementing public policy; the spread of corruption, the decline of government function and the disappearance of government legalization. The rectification of government cannot depend on the establishment of binding mechanism, which does harm to the energy of government. The ideal way to rectifying government selfishness lies in building a set of perfect responsibility system and combining inspiring system with binding system.
