摘要
本文以现行公务员分类管理制度为基础,通过对我国行政部门的行政执法职责进行系统梳理和深入剖析,分析行政执法类公务员职位设置的影响因素,提出我国行政执法类公务员职位范围设置的政策导向。行政执法类公务员职位设置范围,既要保持公务员基本制度及其法规之间的衔接配套,又要充分体现行政执法类公务员的工作性质和职位特点,坚持自上而下的统筹与自下而上的推动相结合,有序推进、不断完善。
Based on the current classification management system of civil servants, this article systematically summarizes and deeply analyses the administrative law enforcement duties of the administrative organs in China. Meanwhile, this article analyses the influencing factors of the position setting of administrative law enforcement civil servants, and puts forward the policy implications for the position scope setting of administrative law enforcement civil servants in China. The position scope setting of administrative law enforcement civil servants should not only ensure the cohesion and matching between the basic civil servants system and its regulations, but also fully reflect the nature and position characteristics of administrative law enforcement civil servants, insisting on the combination of top-down overall planning and bottom-up promotion, so as to advance the system orderly and constantly.
