摘要
持续一年有余的乌克兰危机有愈演愈烈的趋势,相关大国以及国际组织纷纷以各种方式和多种途径参与危机的调解与协调。而作为该地区主要国际组织的独联体显得无所作用,彰显了该组织的虚弱与无力。事实上,独联体发展面临诸多困境,表现在组织建设的滞后,一体化进程的缓慢,组织规模的缩小以及解决区域问题能力的低下等。独联体出现困境的原因是多方面的,包括成员国之间多种矛盾与争端的掣肘等政治层次的因素,组织机构设置及表决机制等技术性层次的原因,经济利益相悖等经济层面的原因,成员国之间民族文化的巨大差异性以认同不一等文化层次的根源,还有西方世界对独联体的分化挤压等国际层次的背景。
Crisis in Ukraine has been getting worse in the past year, and relevant great powers and international organizations have engaged in the moderation and coordination of the crisis through various approaches and strategies. However, as a major international organization in the region, CIS(the Commonwealth of the Independent States) manifests its weaknesses and inability due to its limited impact on the situation. In fact, CIS is now facing development predicament,such as lagging of organizational development, slow integration process, shrinking organization scale and so forth. There are some causes of such predicament of CIS, including emerging contradictions and disputes among its member countries,voting mechanisms, different economic interest, cultural diversity among its members, and polarization of the Western powers.
