摘要
长期以来,俄罗斯始终以重新整合后苏联空间为己任。然而,由于当年国内政局动荡、经济衰退,外部又面临着北约、欧盟不断东扩的巨大压力,完全无暇、无力来制定和实施相关计划。如今,国际金融危机和欧债危机极大地改变了世界政治经济形势,为俄罗斯创造了自苏联解体以来最宽松的外部环境,从而使重新整合后苏联空间成为可能。同时,持续增长的国民经济也使俄罗斯有了底气和自信。但是,鉴于后苏联空间的长期分化和俄罗斯有限的财力,实现这一目标的希望极其渺茫。
For a long time, Russia had taken it that Russia had a duty to reorganize the post Soviet Union space. However, it was impossible for Russia to work out and implement the relevant programs then because its domestic political situation was turbulent and its economy was depressed at home as well as Russia faced an immense pressure from the unceasing eastward expansion of the NATO and the EU. Today, the international financial crisis and the European debt crisis have tremendously changed the political and economic situations of the world and provided a most relaxed environment for Russia since the Soviet Union collapsed, thereby it is possible for Russia to integrate the post Soviet Union space again. At the same time, the continuous growth of its economy makes Russia increase force and self-confidence. But because the post Soviet Union space has broken up for a long time and Russia has a limited financial capacity, it is hopeless to achieve this goal.
