摘要
装备基地级维修服务PPP(Public-Private Partnerships)采购经济效益分配决定军队装备部门与社会资本之间合作关系的稳定与发展。阐述了装备基地级维修服务PPP采购经济效益分配原则,应用军队装备部门和社会资本在装备基地级维修服务PPP采购中实际的维修资源贡献度对Shapley值法进行了修正,提出了修正Shapley值法装备基地级维修服务PPP采购经济效益分配的思路和步骤,且通过示例分析验证了分配方法的可行性与实用性。
The economic benefits distribution in the PPP(Public-Private Partnerships)procurement of the military equipment depot-level maintenance services determines the stability and development of the cooperative relationship between military equipment departments and social capital.The principle of economic benefit distribution in PPP procurement of the military equipment depot-level maintenance services is elaborated,the Shapley value method is revised based on the contribution of military equipment departments and social capital to actual maintenance resources in PPP procurement of the military equipment depot-level maintenance services,and the economic benefit distribution idea and steps of the PPP procurement of the military equipment depot-level maintenance services are put forward.The feasibility and practicability of the distribution method are verified by an example analysis.
