摘要
20世纪70年代,发达国家经济出现滞胀,关于福利国家建设及普遍性福利的争论成为政治议程上的重要问题。在反思福利国家建设的经验逻辑中,政策执行研究兴起,发达国家政府开始重视证据在决策中的重要性,循证决策实践运动由此展开。以英国社会政策为例,循证决策贯穿于英国社会政策的整个生命周期,循证原则主要体现在政策过程的三个阶段:一是问题确认或议程议定以证据为基础;二是政策方案选择以证据为基础;三是政策评估和调整以证据为基础。英国社会政策循证决策的实践运动对促进我国政府决策的科学化和理性化有一定的借鉴意义。
In 1970s,with the economic stagflation in developed countries,the debate about the welfare state construction and the universal welfare has become an important issue on the political agenda.In the reflection of the logic of welfare state construction,the study of policy implementation is rising and the developed countries begin to pay more attention to the importance of evidence in decision-making.Thus the spread of the practice movement of evidence-based decision-making rises in western developed countries.Take the British social policy as an example,evidence-based decision-making runs throughout the entire life cycle of the social policy.The evidence-based principles are mainly embodied in the three stages of the policy process:firstly,issue confirmation or agenda agreed is based in evidence;secondly,the policy alternatives are evidence-based;thirdly,the policy evaluation and adjustment is based on evidence.In the sense of promoting scientific and rational decision-making of our government,the movement of evidence-based decision-making in British social policy has certain reference significance.
