摘要
'一带一路'沿线国家~②是我国出国留学的重要目的地国家,也是来华留学的重要生源国家。我国面向'一带一路'沿线国家的留学教育呈现出'一带一路'沿线国家在来华留学教育中的地位更为突出、来华留学与出国留学国别均相对集中、来华留学层次总体偏低等特点,面临着留学制约因素较为突出、留学需求具有较大差异、留学收益具有不稳定性、留学选择具有较强的自发性和盲目性等挑战。今后,应从加强留学教育国别研究工作、协调推进来华留学与出国留学、提高高等教育国际竞争力、创造良好的留学政策环境、强化沿线国家经济合作与经济联系的留学动力作用、创新留学人才培养模式、开展学历学位互认、发挥中国政府奖学金和国家公派引领作用等方面推进我国面向'一带一路'沿线国家留学教育的发展。
The status quo of studying in China and abroad education towards the countries of the Belt and Road Initiative is characterized with the highlighting of the role of the countries in studying in China education, relatively concentrated countries both in studying in China education and abroad education and the low academic level in studying in China education,which is faced with such challenges as the salient restrictive factors, the different studying abroad demands, the unpredictable returns, and the spontaneity and blindness in the choices of studying abroad. We should promote the development of studying in China and abroad education towards the countries of the Belt and Road Initiative by the measures of enhancing the research on the education based on each country, integrating studying in China education and studying abroad education together, strengthening the competitiveness of higher education, providing quality service, enhancing the economic driving force in the education among the countries of the Initiative, innovating the cultivation mode, developing the mutual recognition of degrees and diplomas, and strengthening the leading role of CSC scholarship in the education.
