摘要
医药分开的合理内涵是在满足医院和医生合理利益诉求的前提下,减掉医院和医生再想去利用药品获取额外利益的动力和行为。当前医药分开面临医疗机构补偿机制不健全、社会药店能力不足及医保支付方式不完善等关键问题,因此需要在机构补偿、药店服务能力及医保支付等方面采取相应措施。
The rational connotation of the separation of prescribing and dispensing is to reduce the motivation and behavior of hospitals and doctors’ using medicines to gain additional benefits under the premise of satisfying the legitimate interests of them. At present,the separation of prescribing and dispensing faces several key issues,such as the imperfect compensation mechanism of medical institutions,the lack of capacity of social pharmacies and the imperfect payment methods of medical insurance. Measures need to be taken in terms of institutional compensation,pharmacy service capabilities and medical insurance payments.
