摘要
公共危机的复杂性和高度不确定性,给政府在预防和应对过程中带来极大的阻碍。广泛引入非政府部门的力量,实现公共危机协同治理,是成功处置危机的关键。研究基于协同治理理论并结合北京市"11·18"火灾事故案例,探讨我国公共危机由"管理"向"治理"转型过程中出现的管理主体单一、非政府主体参与度低、参与主体权责界定模糊等根本问题。解决这些问题需要通过危机治理主体间的动态研究,构建预防预警机制、监督问责机制、协调激励机制和信息联动机制。
The complexity and high degree of uncertainty of the public crisis have brought great obstacles to the government in the prevention and response process.Due to the reality of the government’s own limitations,the extensive introduction of the power of non-government sectors and the coordinated management of public crises have become the key to successful resolution of the crisis.Based on the theory of collaborative governance and the'11.18'fire accident in Beijing,it discusses the problems of single management subject,low participation of non-government entities,and ambiguous responsibility of participating parties in the process of transition from'management'to'governance'in China’s public crisis.In order to solve these problems,we need to do the dynamic research between the subjects of crisis governance,and establish a series of mechanisms,which include the prevention and early-warning mechanism,the supervision and accountability mechanism,the coordination and incentive mechanism,as well as information linkage mechanism.
