摘要
事故隐患排查治理是降低事故发生概率的前提条件。针对地勘单位事故隐患排查治理中存在的辨识分类不深入、分析研究不系统、治理措施不完善、效果评价不及时等问题,提出了由隐患辨识、数据分析、对策制定和评价改进4个模块构成的IACA事故隐患排查治理模型,并通过实例应用对模型进行了验证,在验证过程中分析了地勘单位事故隐患的发生和发展规律,提出了相应的对策与措施,可为地勘单位建立健全事故隐患预防预警机制提供参考和借鉴。
Identification and control of accident potential is the prerequisite of reducing the occurence probability of accients.This paper analyzes the status quo of identification and control of accident potential in geological exploration units.In view of the problems such as lack of identification classification,unsystematic analysis and research,imperfect management measures and the effectiveness evaluation,the paper proposes the"IACA"identification and control model of accident potential composed of four modules,namely,Identification,Analysis,Countermeasures,and Appraise.Then the paper validates the model by exploration examples,and analyzes the occurrence and development of accident potential of geological exploration units.The paper is of good reference for establishing and perfecting accident prevention and early warning mechanism of accident potential for geological exploration units.
