摘要
人力资源强国是一个中国本土化的概念。高书国研究员带领的全球人力资源强国研究团队,分别于2007年、2013年和2018年对全球人力强国进行了三轮评估。2018年报告得出三个重要的结论:一是人力资源竞争力指数排名前10位的国家依然是发达国家;二是部分发达国家竞争力明显下滑和个别发展中国家竞争力明显上升,导致世界人力资源竞争力格局发生结构性变化;三是中国成为所有国家中竞争力上升最快的国家,并最有可能成为进入人力资源强国行列的发展中国家。
A powerful country in human resources is a country with abundant human resources which are fully developed,reasonably structured and effectively exerted to the advanced level of the world.The powerful country in human resources is a localized concept in China,and is an important part of the theory of socialism with Chinese characteristics.To build a powerful country in human resources is an important strategic arrangement made by the Party Central Committee focusing on the "Two Centenary Goals". The Global Human Resources Competitiveness Index(GHRI)is an important indicator reflecting the level,quality and competitiveness of human resources development in different countries.Accompanied by the development and quality competition between countries,the human resources in different countries are constantly changing.Led by researcher Gao Shuguo,the research team of powerful countries in global human resources evaluated human resources competitiveness in 2007,2013 and 2018.The Report of the Powerful Countries in Global Human Resources 2018 draws three important conclusions:(1)The top 10 countries in the human resources competitiveness index are still developed countries.(2)The marked decline in the competitiveness of some developed countries and the marked increase in the competitiveness of individual developing countries have led to structural changes in the competitiveness pattern of human resources in the world.(3)China has become the country with the fastest increase in competitiveness among all countries,and will probably become the only developing country which can enter the ranks of powerful countries in global human resources.The results show that among the 52 target countries,China has risen from the 32 nd place in the global human resources competitiveness ranking in 2007 to the 13 th place in 2018.The comprehensive strength and competitiveness of human resources have been rapidly improved,and China is about to cross the threshold of powerful countries in global human resources.It should be pointed out that
