摘要
本文通过考察南岭走廊湘南瑶族区域范围内以就业为导向,以提升人力资本为目标的就业培训发现,该区域初步构建了职业教育组织结构多元,培训内容丰富,培训形式开放的培训体系。在贫困对象思想意识转变,隔断贫困代际传递,促进就业,提升经济收入等方面取得了积极成效。由于培训制度的设计者没有与地方历史文化传统对接,对贫困家庭劳动力的需求研究不够,导致整个培训体系存在基层动员不够,贫困劳动力认识不足,培训内容模式化,培训与就业脱节等问题。依据南岭走廊瑶族区域的实情,本文认为,立足自主创业,完善培训体系;对接历史文化传统,丰富培训课程;围绕贫困治理储备人才都是今后职业教育培训的发展方向。
This article investigates the employment-oriented training of the Yao region of south Hunan in Nanling Corridor, which aims to promote the human capital, and finds that this area preliminary compose established the diversified vocational education organizations, the rich training contents and the open training system. And achieved positive results in the transformation of poor object's ideology, the separate of poverty interdecadal transmission, the promotion of employment and the increase of economic income. However, because the designers of the training system do not dock with the local historical and cultural tradition, and lack of the thorough study of poor labor force family demands, which leads to the issues such as the lack of grassroots mobilization in the whole training system, insufficient recognition of poor labor force, the formulaic training professional, and the disconnection between training and employment. According to the actual situation of the Yao region in south Hunan in Nanling, basing on the self-employed,perfecting training system, connecting with the historical and cultural traditions, enriching the training courses, and reserving talents are the developing direction of vocational education training in the future.
