摘要
阐述了防洪减灾的基本认识及防洪减灾对策的发展过程,分析了中国洪水灾害分布的特征和防洪减灾基本对策的要求,探讨了建立具有中国特色的防洪减灾体系,提出了当前防洪减灾研究规划中出现的若干问题。
The paper elucidates the development of the basic recognition and strategy on flood control in China.Based on analysis of characteristics of flood disaster distribution in China and requirement of basic countermeasures of flood control,the author expounded how to construct the flood control system with Chinese features.The important issues,which need to be further studied for the flood control plan,are presented.
