摘要
遵循综合性、独立性、层次性、可操作性、稳定性等原则,结合浙江省实际,建立防洪减灾能力现代化评价指标体系;利用模糊聚类循环迭代法科学确定指标权重,并根据指标权重构建防洪减灾能力现代化综合评价模型;对浙江省目前和未来的防洪减灾能力现代化水平进行分析评价,并针对防洪减灾能力建设中的薄弱环节提出建议,为地方进行防洪规划提供参考。
Followed the principles of comprehensiveness, independence, hierarchy, maneuverability and stability, an evaluation index system about modernization level of flood control and disaster mitigation capacity was build up and the index weight was determined by the fuzzy cluster cyclic iteration method. With the index weight, a comprehensive evaluation model was constructed to evaluate the capacity of flood control and disaster mitigation of Zhejiang province in present situation and a long-dated time. The results show that the capacity of Zhejiang province will achieve the basic level of modernization in 2020 after a series of engineering and non-engineering measures.
