摘要
为了更好地服务宁夏"三区两线"范围内露天矿的复绿工作,调查贺兰山东麓、宁东滨河新区、青银高速公路两侧、固原市东岳山等"三区两线"可视范围内,露天开采水泥用灰岩、建筑用石渣、砖瓦用黏土矿等.露天高陡立面存在的崩塌滑坡隐患,采坑及废渣堆破坏地貌景观及植被,严重污染视觉景观.宁夏露天矿场立面、平台的景观修复与植被复绿存在资金巨大、高陡立面复绿技术难两大难题.据此提出"三区两线"范围内不再新批矿权;关、停、并、转,从源头减少矿山数量及矿山地质环境问题;制定优惠政策,多渠道吸纳社会资金加快复绿工作;采用新的复绿技术方法,人工强制性复绿过程,实现地貌、植被与周边环境融为一体.
To better serve the works of vegetation restoration for opencast of Three Districts and Two Lines in Ningxia,problems were investigated,such as collapse and landslide risks of outdoor high steep slope from the opencast limestone,building stone slag and brick clay mineral,landscape pollution and vegetation damage from mine pits and slag heaps in the visible range of east Helan mountain,Binhe new area,Qingyin highway and Dongyue mountain of Guyuan city. The two major difficulties are that the cost of opencast mines scene,landscape restoration and re-green vegetation is huge,and restoration technical problem of high steep slope. So it is suggested that exploration right in new mine should not be ratified. Existing mines should be closed,stopped,merged or converted,should reduce the mine amount and mine geo-environmental problems from sources.Preferential policies should be offered to multi ways to absorb social financial to restore quickly. New techniques and artificial compulsory restoration should be used for intergradations of landforms,vegetation and surrounding environment.
