摘要
整体性治理理论是新公共管理危机后,针对碎片化困境提出来的最新理论和实践成果,其关键内核在于形成各治理主体整合、协调、合作的治理框架。当前我国现代学徒制利益相关者在治理过程中,存在着严重的"碎片化"困境,具体表现为治理主体利益多元分化和二元分化,这种利益分化又导致治理总体目标异化和长远目标、短期目标断层化,同时,治理运行过程和保障制度也呈现出碎片化特质。整体性治理理论可对消除我国现代学徒制利益相关者治理"碎片化"困境提供借鉴,即通过整合协调治理目标,整合多元利益治理主体,整合跨界运行过程,整合制度约束各方,并利用信息技术手段协调各方,促使我国现代学徒制利益相关者治理得以"善治"。从逻辑关系分析,其治理之道是由"碎片化"迈向"整体性"。
The theory of holistic governance is the latest theory and practice after the new public management crisis,and its key core lies in the formation of the governance framework of integration,coordination and cooperation. At present,there is a serious 'fragmentation' dilemma in the process of the governance of modern apprenticeship stakeholders in China,which is embodied in the multiple differentiation of governance subjects ’interests and the differentiation of duality,which leads to the alienation of governance overall goal and the short term target,and the process of governance and the fragmentation of the safeguards system also present a fragmented character. The theory of holistic governance can provide reference for the 'fragmentation' of Chinese modern apprenticeship stakeholders’ management. Through the integration of coordinated governance objectives,the integration of multiple interests governance subjects,the integration of cross-border operation process,the integration of the system to restrain all parties,and the use of information technology mean to coordinate all parties,and to promote the modern apprenticeship of our country’s stakeholders to govern good governance. From the analysis of logic relationship,the way of governance is from 'fragmentation' to 'wholeness'.
