摘要
基于PSR(压力-状态-响应)模型,结合新疆实际,构建了包含生态压力、生态状态、生态响应3个子系统共计28项具体指标的评价体系,运用变异系数法确定指标权重,通过测算各系统得分以及协调度指数评价了新疆2012～2016年生态文明建设情况。结果表明:新疆生态文明建设总体发展态势良好,但是产业结构、保障体制以及公众意识等方面仍有较大的优化空间。最后根据评价结果以及存在的薄弱环节提出了相应的对策建议,以期能够促进新疆生态文明建设的向好发展。
Based on PSR(pressure-state-response) model, combining with the actual situation of Xinjiang, this paper built an evaluation system consisting of 28 specific indexes within three subsystems(ecological pressure subsystem, ecological state subsystem and ecological response subsystem). Then the author used variation coefficient method to determine the weight of all indexes, and evaluated the status of ecological civilization construction in Xinjiang from 2012 to 2016 by measuring the scores of various subsystems and the coordination index. The results showed that the overall development trend of ecological civilization construction in Xinjiang was good, but there was still much room for optimization in terms of industrial structure, security system and public awareness. Finally, according to the evaluation results and the existing weak links, we put forward the corresponding countermeasures and suggestions in order to promote the good development of ecological civilization construction in Xinjiang.
