摘要
学习教育、遵守执行、评估、督查、清理审核和奖惩等是党内法规实施的重要内容,适用则是党内法规执行的重要方式。党内法规体系由多层次党内法规构成,在实施、执行和适用过程中,特别是在制度建设提速的背景下难免发生规范冲突,需要一定的适用规则引导党内法规规范的选择适用。党内法规的适用规则以党内法规的效力位阶规则为重要基础,主要包括一般适用规则、冲突适用规则和执纪适用规则。
The system of Party regulations of the CPC is composed of multi-level regulations.In the process of accelerating system construction,there will be more conflicts of norms inevitably,so it is necessary to have certain applicable rules to guide the choice and application of Party regulations.The application rules of Party regulations are based on the potency rank of the regulations,which mainly include the general rules of application,the rules of normative conflict application and the rules of discipline enforcement.
