摘要
《法治中国建设规划(2020—2025年)》是全面依法治国、建设社会主义法治国家的任务书、时间表和路线图。《规划》对法治中国建设的历史方位、体系定位和功能定位作出了科学研判,明确了法治中国建设的目标指引。其中,全面贯彻实施宪法居于基础性、全局性与战略性地位,是法治中国建设的首要任务。全面贯彻实施宪法,必须坚持党的领导,把握《规划》提出的方向目标,按期落实《规划》提出的各项任务。《规划》公布实施至今,我们应当认真评估宪法实施的成就和进展,对照《规划》中的任务要求补齐短板,按照《规划》既定的内容与时间表稳步完成全面贯彻实施宪法和法治中国建设的阶段性目标。
The“Plan on Developing the Rule of Law in China(2020-2025)”is a task book,timetable and roadmap for comprehensively governing the country according to law and building a socialist country under the rule of law.The Plan makes scientific research and judgment on the historical orientation,system and functional orientation of the construction of rule of law in China,and clarifies the goals and guidance of the construction of rule of law in China.Among them,the full implementation of the Constitution occupies a basic,overall and strategic position,and is the primary task of the construction of rule of law in China.To fully implement the Constitution,we must adhere to the Party’s leadership,grasp the direction and objectives proposed in the plan,and implement the tasks set forth in the plan on schedule.Since the promulgation and implementation of the Plan,we should carefully assess the achievements and progress of the implementation of the Constitution,make up for the shortcomings in accordance with the tasks and requirements of the Plan,and steadily complete the phased goal of fully implementing the Constitution and the construction of a rule of law in China in accordance with the content and timetable set in the Plan.
