摘要
在我国应急体系构建过程中,教育考试突发事件应急预案建设已经成为重要的组成部分,不仅关系到教育考试机构应对突发事件的处理能力,而且关系到教育考试机构服务考生、服务社会水平的高低。因此,教育考试突发事件应急处理体制与机制顺畅与否,应急预案制定是否流于形式,执行是否通畅,是决定教育考试突发事件能否得到处理的关键。
The contingency plan for education examinations has become an important component of the construction of the emergency system in China. This plan not only reflects the administrative ability of the education examination organizations to deal with the unexpected events, but also reveals their services for the examinees and the society. In this case, the construction of the emergency system and mechanism for the unexpected events of the education examinations, the establishment of the contingency plan, and the enforcement of the policy are the keys to deciding whether contingent events can be properly handled or not.
