摘要
开发建设临港地区是拓展上海'四个中心'建设战略空间,加快上海创新驱动、转型发展的重大决策。历经十余年建设,临港地区已成为上海经济发展的重要引擎。2013年年初上海临港地区建立特别机制和实行特殊政策(以下简称'双特'政策)的30条细则等重大政策的相继出台,同年9月紧邻临港地区的中国(上海)自由贸易试验区(以下简称自贸试验区)正式挂牌运作,政策溢出、边际效应推动临港地区进入新一轮改革发展机遇期。海关如何在地方经济发展中切实履行好自身的职责使命,以先行先试的创新精神提升监管服务的质量和效益,是本文探讨和论述的主旨所在。本文将在回顾、梳理临港地区建设成果及海关面临的履职挑战基础上,提出符合临港发展要求的海关监管服务理念及兼具前瞻性和可操作性的监管服务措施,助推临港地区实现又好又快发展。
The development of Lingang Area is an important policy to extend the strategic space of establishing"four centers"and accelerate the innovation-driven and restructured development in Shanghai.After more than ten years of construction,Lingang Area has turned into an important engine of Shanghai economic growth.At the beginning of 2013,series of major policies was formulated including 30 rales of special mechanisms and special policies(Two Special Policies)for the development of Lingang Area.In September of the same year,China(Shanghai)Pilot Free Trade Zone(Shanghai FTZ)neighboring Lingang Area was launched officially.The spilling and marginal effect of Shanghai FTZ pushes Lingang Area to usher in another round of reform and development.This article is intended to discuss and analyze how Customs should perform its own duties in the local economic development and improve quality and effect of service with piloting and innovative spirit.This article first of all reviews the development attained in Lingang Area and challenges to Customs duty performance,and then proposes principles and foresighted practical measures of Customs control,to meet the need of Lingang Area development and help realize sound and fast growth in Lingang Area.
