摘要
人事管理改革是高校内部治理结构改革的核心内容,本文针对行政权力泛化、人事结构不合理,职员积极性不够等突出问题,解析深层次原因,提出推进人事制度改革必须从简政放权、科学设岗、全员聘任、精细管理、激发活力出发,建立和谐高效的内部治理结构,才能实现依法治校,民主办学。
The reform of personnel system is the core content of internal governance structure reform in universities.The paper aims at such prominent problems as the administrative power generalization,the unreasonable personnel structure,staff enthusi-asm ,analyzes the deep -seated reasons,puts forward to promote the personnel system reform which must be from the science positioned,decentralization,full employment,fine management,stimulate the vitality.To manage school by laws and demo-cratic education must establish the harmonious and efficient internal governance structure.
