摘要
通过对我国高校现行管理体制存在问题的分析,指出了高校现行管理体制不适应高校发展的弊端,提出了建立新的管理干部队伍运行机制势在必行的理由;在分析试点高校教育职员制的内涵,总结出教育职员制改革取得的成果和宝贵经验基础上,针对我国高校现行管理体制和教育职员制试点过程中存在的问题,理论结合实际地提出了高校实行教育职员制的对策与措施,即职级体系设计、职员分类管理、职员任用机制、职员薪酬体系等。
Analyzing the problems of the current administration system in China's higher education institutions, some negative factors were found hindering the universities/colleges from their development. Sets out the reasons why the administrative staffing system should be reformed. The reform has been done tentatively in some universities, from which the experience was summarized. Then, based on the experience and problems found in the tentative practice, some measures are suggested to take to reform the staffing system, such as the rank design of staff members, personnel classification, staffing procedure and appropriate payroll management.
