摘要
推行政府购买服务,是当前全面深化改革、转变政府职能、创新社会管理的重要举措,旨在通过改变政府公共服务提供方式,进一步提高公共服务质量和效率。本文突出应用性和指导性,对政府购买服务的内涵和现实意义进行分析,对国内外实践探索和成熟经验进行归纳借鉴,对山东省工作开展情况及面临问题进行梳理,在此基础上,对山东省政府购买服务运行机制的构建提出对策建议,厘清政府购买服务工作推进的路径,并提出当前需要重点跟进配套的关键性、基础性工作。
Implementing government purchases of services is an important measure of deepening the comprehensive reform, promoting transformation of government functions and innovating social management. By changing the way of providing public services, the government aims to further improve the quality and effi ciency of public services. This paper projects the application and guidance, analyzes the connotation and practical significance of government purchases of services, summarizes the practice at home and abroad, analyzes the practices and problems of Shandong Province. On this basis, the paper proposes suggestions on constructing the operating mechanism of government purchases of services of Shandong Province, clarifi es the path to procure public services, and raises the critical and basic supporting measures that need to focus on.
