摘要
农业供给侧结构性改革强调要提高农业供给体系的质量和效率,真正实现结构合理、保障有力的农产品有效供给,进而提高农业的综合效益和核心竞争力。这就需要激发农村要素潜力,创新农业产业业态,提高农民收人,优化乡村形态,形成推动"三农"发展的包括内在驱动、发展平台、市场活力和社会基础等完善的体制机制。对此,以集体经营性建设用地人市作为突破,具有合理性和现实性,这既是经济发展的必须,又是社会进步的结果。
Agricultural supply side structural reform emphasized to improve the quality and efficiency of agricultural supply system,realize reasonable structure,strong effective supply of agricultural products.and improve the agricultural comprehensive benefit and core competitiveness.It is need to stimulate the potential factors of rural,innovative forms of agricultural industry,increase farmers’income,to optimize rural form,form including inner drive to promote the development of"agriculture,rural areas and farmers",development platform,market dynamics and the social foundation of the perfect system and mechanism.In this regard,it is reasonable and realistic to enter the city as a collective construction land,which is both the necessity of economic development and the result of social progress.
