摘要
推进农业供给侧结构性改革,是现代农业发展的迫切需要,是提高农业发展质量效益和竞争力的必然选择。要以提高农业效益、增加农民收入为目的,以市场需求为导向,以粮食安全、品质提升、循环利用、产业融合、布局优化为重点,构建粮经饲统筹、种养加一体、农牧渔结合、多功能开发的现代农业结构,提高农产品供给的有效性。要更加注重制度创新和科技驱动,用改革的办法调整优化农业结构。
Promoting Structural Reforms of Agricultural Supply-side is an urgent need for the development of modern agriculture, and also is the inevitable choice for improving the quality and efficiency of agricultural development. In order to improve the effective- ness of agricultural products supply, it is necessary to build the modern agricultural structure that can balance food crops, cash crops and forage crops, integrate planting, breeding and processing, combine planting, breeding and fishing, and develop various functions. This work need to be based on the intention of improving agricultural efficiency and increasing farmer＇s income, take market demand as guide, and focus on food security, quality improvement, recycling, industrial integration, and layout optimization. It is also required to pay more attention to system innovation and technology driven, and adjust and optimize the agricultural structure with the reform way.
