摘要
本文分析了国内学分互认的进展情况,并对构成学分互认的影响因素进行了详细的分析。学分互认存在学科水平的差异化与学科类型的单一化、学校制度的不完善与沟通不足以及国家出台的相关法律法规政策及监督体系还不够完善等问题,基于此提出了从学科、学校与国家三个层面有效改善学分学互的对策与建议。建立和实行学分制是当今高等教育改革的重要途径,而学分互认既是建立学分制的基础又是学分制发展的目标。学分互认制度的实施,具有很强现实性与可行性,也是全民终身教育与建立学习型社会的根本要求。因此,我们应在借鉴国外成功经验的基础上,去其糟粕取其精华,大力提倡并积极参与学分互认制度的实施,在实践与探索过程中逐步完善学分互认体系,做到真正意义上的资源共享、优势互补,进而构建高职高专与普高校有效衔接的"立交桥"。
This paper analyzes the progress and factors that affect the domestic mutual recognition of credit.There are some problems:firstly,there exists the difference of disciplinary level and the simplification of disciplinary type;secondly,school system is not perfect and colleges and universities are lack of communication;thirdly,relevant laws and regulations promulgated by the state laws and supervision system are not perfect.Based on these problems,this paper puts forward countermeasures and suggestions from the three aspects of the discipline,the school and the state.Supporting and participating in the implementation of mutual recognition of credit,improving its system could realize the resource-sharing,complement each other's advantages,so as to contruct a'overpass'between higher vocational colleges and universities.
