摘要
新质生产力的理论谱系建构是习近平经济思想的重要组成部分。与新质生产力匹配的新质人才特质是多维的,可以从知识学习、知识创新、知识与劳动资料结合、精神内涵等四个层面的12项素质进行画像。新质生产力的跃迁可以通过“要素禀赋结构提升、复合型后发蛙跳优势、替代型技术创新、产业政策扶持”的组合来实现。新质人才培养赋能新质生产力发展的价值意蕴主要体现在新生产要素、新生产工具、新生产形式和新产业四个方面。新质生产力不应该是少数产业、少数行业、少数人的新质生产力。新质生产力的规模性发展需要多维打造新质人才培养的“人才链”、贯通科技成果从“书架”到货架的“产业链”、提升新质生产力跃迁中的公众参与度并获得“适度收入”、把握新质生产力规模性发展的政策整体设计并让企业获得适度利润。
The theoretical spectrum construction of new quality productivity is an important part of Xi Jinping's economic thought.The qualities of new talents that match new productivity are multidimensional,and can be drawn from 12 qualities at four levels,including knowledge learning,knowledge innovation,knowledge and labor combination,and spiritual content.The leap of new quality productivity can be realized through the combination of"factor endowment structure enhancement,composite late-stage frog jump advantage,alternative technological innovation,industrial policy support".The value implication of the new quality talent training empowering the development of new quality productivity is mainly reflected in the four aspects of new factors of production,new production tools,new forms of production and new industries.New quality productivity should not be the new quality productivity of a few industries,a few industries and a few people.The large-scale development of new productivity requires the multi-dimensional creation of a"talent chain"for the training of new talents,an"industry chain"that links scientific and technological achievements from the"bookshelf"to the shelves,and the enhancement of public participation in the leap of new productivity.The public's participation in the new productivity leap and obtaining"moderate income",and the overall design of policies to grasp the large-scale development of new productivity and allow enterprises to obtain moderate profits.
