摘要
第三次分配数字化监管是以政府为主导的多元主体运用信息化、大数据等数字技术,对第三次分配行为活动在数字平台上实现的信息表达、信息归集、信息比对、信息互动形成的全方位、全流程、全角度、多向度的监管模式。数字化监管模式具有数字平台支撑、智能决策非情感化、线上数据跑路及行为有迹可循等特征,是赋能第三次分配高质量发展的重要方式。第三次分配数字化监管模式变革应围绕“一个平台、两大中心和三张业务网”的思路展开,整个运作过程受到技术、制度双重逻辑驱动,面临着数字化监管的顶层设计缺乏、监管平台搭建和运营复杂、监管主体职业素养不高、监管对象适应能力有限、监管过程风险防控棘手、监管标准法治保障滞后等现实梗阻。鉴于此,助推第三次分配数字化监管模式变革须做好数字化监管改革的顶层设计、明晰监管平台搭建和运营的权责体系、提升监管主体的职业素养、提高监管对象的适应能力、强化监管过程的风险防控、夯实监管标准的法治保障。
Digital supervision of the third distribution is a regulatory model that the all-round,full-process,full-angle and multi-dimensional supervision is formed by multiple subjects led by the government,using digital technologies such as informatization and big data to realize the expression,collection,comparison and interaction of the third distribution behavior activities on the digital platform.The digital regulatory model is characterized by digital platform support,intelligent and de-emotionalized decision-making,online data leg working and tracing.the third distribution is an important way to empower the high-quality development of the third distribution.The reform of the digital regulatory model of the third distribution should be carried out around the idea of one platform,two centers and three business networks.The operation process could be driven by the dual logic of technology and system,and it may confront with the lack of top-level design of digital supervision,the complexity of building and operating the supervision platform,the low professional quality of supervision officers,the limited adaptability of those under supervision,the wicked problem of risk prevention and control in the supervision process,and the lagging legal guarantee of supervision standards and other practical obstructions.In view of this,to promote the reform of the digital regulatory model of the third distribution,it is necessary to make improvement in the top-level design of digital supervision reform,clarify the power and responsibility system for building and operating the supervision platform,improve the professional quality of supervision officers,improve the adaptability of those under supervision,strengthen the risk prevention and control in the process,and finally consolidate the legal guarantee of supervision standards.
