摘要
三次分配是实现共同富裕的必由之路,是财富向善发展的重要体现。不同于有效市场、有为政府驱动的初次分配和再次分配,三次分配的实现依靠的是有爱社会成员,源于情感判断、出于仁慈动机、基于自愿选择的道德行为;依循的是从自发想象的“狭义同情”到公正旁观者纠偏后的“广义同情”,再到自觉仁慈的“至高同情”这一生成逻辑。通过契合于三次分配生成特性的情感治理,对民众同情的生产和再生产从“外部”进行“以规治情”调节,从“内部”进行“以情治情”培育,以此推动同情升维,最终实现三次分配从美好的构想向现实飞跃。
The third distribution is the surest way to realize common prosperity and an important manifestation of the development of wealth for good.Unlike the primary distribution and redistribution driven by an effective market and government,the realization of the third distribution relies on the moral behavior of loving members of society,which is based on emotional judgment,benevolent motives and voluntary choices;which generative logic follows the path of"compassion in a narrow sense"from spontaneous imagination to"compassion in a broad sense"after correction by impartial bystanders,and finally to the"supreme compassion"of conscious benevolence.The production and reproduction of popular sympathy is regulated from the external regulation and internal cultivation through a governance of emotions that fits into the generative character of the third distributions.In this way,we can elevate the dimension of compassion,and ultimately to transform the third distribution from a conceive to a reality.
