广东省水利水电工程淹没及建设区用地 价值高效评估方法的探索

摘要 近年来,随着盘活水利水电基础设施存量资产,将具有一定盈利能力的水利水电资产入市交易等研究的深入,高效评估水利水电工程存量资产的工作日趋重要。但在评估土地价值的过程中往往因为水库淹没、工程建设或资料缺失等原因,难以在短时间内按原有的地物评估土地的价值。因此,该文通过对收益还原法、市场比较法、成本逼近法的评估过程、适用性等的分析,研究提出了基于成本逼近法建立的,以地级市为单位测算土地取得成本的综合评估单价标准,进而结合评估水利水电工程淹没及建设区用地数量评估建设征地和移民安置费用的方法;还通过对河源市综合评估单价标准的测算和该市5宗水利水电工程建设征地及移民安置费用的评估,展示了这种评估方法的可操作性和较高的效率。 In recently years,for the intensive study of stimulating and exchanging water conservancy and hydropower assets,it is increasingly important to evaluate these assets efficiently.However,it is difficult to evaluate the value of according to the original features because of reservoir inundation,or lack of document in a short period of time.As a result,this article analyzes the evaluation process and applicability of income restoration method,market comparison method,cost approximation method,and proposes a comprehensive evaluation price standard based on cost approximation method,which calculates the cost of land acquisition in prefecture level city.Then,combined with the evaluation of water conservancy and hydropower project inundation and the number of land used in construction areas,a method for evaluating construction land acquisition and resettlement costs is proposed.This article also demonstrates the operability and high efficiency of this evaluation method through the calculation of the comprehensive evaluation unit price standard in Heyuan City and the evaluation of land acquisition and resettlement costs for five water conservancy and hydropower projects in the city.
