摘要
国际科技合作是推动科技创新发展的重要方式。为准确分析把握湖南国际科技合作政策的合理性、有效性,文章从政策工具理论角度出发,选取了湖南省政府发布的128份政策文件进行量化分析。研究发现,存在环境型政策工具使用失衡、供给型政策工具针对性弱、需求型政策工具严重缺位、政策导向过于集中等问题,从完善国际科技合作政策体系、加大国际科技合作资金投入、拓展完善国际科技合作体系、优化国际科技合作服务供给4个方面提出建议,以期为湖南国际科技合作政策体系构建提供借鉴。
International scientific and technological cooperation is an important way to promote the development of technological innovation.To accurately analyze and grasp the rationality and effectiveness of Hunan’s international science and technology cooperation policies,this article selects 128 policy documents issued by the Hunan provincial government for quantitative analysis from the perspective of policy tool theory.The study found that there are problems such as imbalanced use of environmental policy tools,weak targeting of supply policy tools,serious lack of demand policy tools,and overly concentrated policy orientation.Suggestions are proposed from four aspects:improving the international science and technology cooperation policy system,increasing investment in international science and technology cooperation funds,expanding and improving the international science and technology cooperation system,and optimizing the supply of international science and technology cooperation services,in order to provide reference for the construction of Hunan’s international science and technology cooperation policy system.
