摘要
20世纪80年代以来,科技成果转化成为我国科技发展、科技体制改革、市场化进程中的一个重要问题,围绕着促进科技成果转化,国务院和相关部门出台了一系列政策和措施办法。从政策工具的视角,对科技成果转化政策进行量化研究,并基于政策工具理论,构建以政策工具类型作为X维度和以科技成果转化政策相关主体作为Y维度的分析框架,剖析科技成果转化政策体系,找出科技成果转化政策在政策工具选择中存在的问题,并针对这些问题提出相应的对策建议。
Since the 1980s,the transformation of scientific and technological achievements has become an important issue in China’s scientific and technological development,scientific and technological system reform,and marketization.For more than 40 years,the State Council and relevant departments have issued a series of policies and measures around promoting the transformation of scientific and technological achievements.Based on the perspective of policy tools,the policy content of China’s scientific and technological achievements transformation policy were used as a research content to carry out quantitative research on text,and based on the policy tool theory,an analysis framework was constructed that took the policy tool type as the X dimension and took the scientific and technological achievement transformation policy as the main body for the Y dimension,and China’s technological achievement transformation policy system was analyzed to find out the problems in the selection of policy tools for the transformation of scientific and technological achievements.Corresponding countermeasures and suggestions are put forward for these problems.
