摘要
在政策工具与创新价值链双重视角下,选取美国、欧盟、日本、韩国和以色列5个主要发达国家和地区的科技成果转化政策作为研究对象,比较分析其政策手段和目的的特点与差异,以期为完善我国科技成果转化政策提供政策指引。分析结果表明:5个国家和地区的供给型政策工具和环境型政策工具均存在过溢现象,需求型政策工具运用不足;在创新价值链的各个环节中,不同国家和地区在不同环节的侧重点有所不同,纵使是同一环节中运用的政策工具类型也存在较大差异,但在生产试验阶段运用的政策工具都最为匮乏。
Under the dual perspective of policy tools and innovation value chain,this paper compares and analyzes the characteristics and differences of policy means and objectives on the transformation of scientific and technological achievements by choosing five major developed countries and regions as research objects,including the United States,the European Union,Japan,South Korea and Israel,in order to provide policy guidance for improving the policy of transformation of scientific and technological achievements in China.The results show that:the supply-based policy tools and environmental policy tools in five countries and regions are overflowing,and the demand-based policy tools are not enough;in each link of the value chain of innovation,the emphasis of different countries and regions in different links is different,even though the types of policy tools used in the same link are also quite different,but the policy tools used in the production test stage are most scarce.
