摘要
奥运争光战略背景下,探究我国运动员“基础体能测试”政策执行的发生机理,基于多重制度逻辑视角,为该政策执行策略的选择提供一种可行性思路。研究发现,在多重制度逻辑框架下,全社会通过不同的逻辑要素发动变革,自上而下的政治压力与自下而上的舆论压力是导致“基础体能测试”政策由“选择式执行”向“政治式执行”发生转变,再由“政治式执行”向“渐进式执行”发生转变的主要因素。据此,提出建议:1)明确政策指导方针,持续重视并抓好基础体能训练工作;2)强化政策执行能力,优化并合理利用压力与奖励机制;3)提高政策知晓度,通过宣传和政策解释获取多方支持。
Under the background of the Olympic Honour-Winning Programme,the study explores the operation mechanism of the implementation of the policy of“basic physical fitness test”for athletes in China,and provides a feasible way of thinking for the selection of the implementation strategy of this policy based on the perspective of multiple institutional logics.The study found that under the framework of multiple institutional logics,society as a whole initiated changes through different logical elements,and that top-down political pressure and bottom-up public opinion pressure were the main factors leading to the shift in the policy of“basic physical fitness test”from selective implementation to political implementation,and then from political implementation to gradual implementation.Accordingly,suggestions are put forward:1)clarify policy guidelines and continuously pay attention to basic physical training;2)strengthen policy implementation ability,optimize and make reasonable use of pressure and reward mechanism;3)improve policy awareness,and obtain multi-party support through publicity and policy interpretation.
