摘要
基于国家自然科学基金委年度报告等数据,运用K-means聚类分析等方法,对2017—2021年江苏获资助国家自然科学基金项目情况进行整体和区域均衡度分析基础上,又进一步基于省域视角从人才系列项目、研究系列项目等两方面与上海、广东两省进行对比分析。结果表明,江苏基础研究水平位居全国前列,但整体呈下滑趋势;国家杰出青年人才的省域分布更加均衡,相比上海、广东两省,江苏相对具有一定竞争优势;江苏基础研究人才队伍结构性矛盾相对突出。由此,从加大基础研究投入、优化人才队伍建设、重组基础研究平台、提升基础研究创新体系效能等方面给出相关建议。
This study utilizes data from the annual report of the National Natural Science Foundation of China and employs methods like K-means cluster analysis to analyze the overall and regional distribution of National Natural Science Foundation projects funded in Jiangsu from 2017 to 2021.Additionally,it compares talent-related and research-related projects with Shanghai and Guangdong provinces from a provincial standpoint.The results show as follows:The level of basic research in Jiangsu ranks the top in China,but it shows a downward trend on the whole;The distribution of national outstanding young talents in the three provinces is more balanced;Compared with Shanghai and Guangdong,Jiangsu has a certain competitive advantage;The structural contradiction of Jiangsu basic research talent team is relatively prominent.Therefore,this article provides relevant suggestions from the aspects of adding basic research investment,optimizing the construction of talent team,restructuring basic research platform,and improving the efficiency of basic research innovation system.
