摘要
干部容错纠错机制能够解除干部探索创新、担当作为的后顾之忧,鼓励干部不怕犯错,永葆初心,奋发有为,是推进全面从严治党向纵深发展、严格规范党内政治生态固本、铸魂、强基、塑形工程的重要途径。针对干部容错纠错机制存在的制度不完善、运行效果欠佳、当事人缺乏理想信念与制度信任等问题,需要宽严并济打好“从严查处”和“容错纠错”组合拳,以法律建立机制信任、以协同推进机制合力、以奖惩激活机制动力、以表率带动机制普及,确保干部容错纠错机制的有效运行和广泛接受,为干部干事创业提供有力保障。
The mechanism for tolerance and correction of conducts of governmental officials can elimi-nate the concerns of such officials about exploring innovations and taking responsibility,encouraging them not to fear making mistakes,to always maintain their original aspirations,and to be proactive.This mechanism is a crucial means to advance the comprehensive and strict governance of the Party,and to solidify,shape,and strengthen the internal political ecology of the Party.Addressing the is-sues such as incomplete mechanisms,suboptimal operational effects,and the lack of faith and institu-tional trust among governmental officials,it is necessary to adopt a balanced approach combining“strict investigation and punishment”with“tolerance and correction”.This involves building institution-al trust through law,promoting synergistic mechanisms,activating the mechanism through rewards and penalties,and popularizing the mechanism through exemplary leadership.Ensuring the effective operation and widespread acceptance of the tolerance and correction mechanism will provide strong support for governmental officials in their efforts to undertake entrepreneurial activities.
