摘要
风清气正的党内政治生态是中国共产党实现全面领导和长期执政的重要政治条件。持续净化党内政治生态是新时代党的政治建设的重要内容和全面从严治党的主要目标,也是深入推进党的建设新的伟大工程的有力抓手。党内政治生态是由党内行为主体状态、党内政治生活状态、党内政治关系状态、党内法规制度状态、党内政治文化状态和党内生机活力状态(或党内生命力发展状态)共计六个子系统有机构成并与社会、政治环境乃至自然环境互动的有机结合状态。党内政治生态系统各要素在协调运作过程中呈现出鲜明的党性、自我革命性、功能引领性、环境敏感性等鲜明特征。党内政治生态建设是一个包含有党内政治生态净化、党内政治生态重构、党内政治生态营造等行为活动在内的综合性范畴。构建新时代党内政治生态评估指标体系,既要遵循党内政治生态的内容构架,又要依据被实践证明有效的评判标准和指标。作为党的政治建设的重要内容,党内政治生态的衡量指标体系可以从党内行为主体(包括党组织和党员、干部)的发展状况、党内政治生活的质量状况、党内政治关系的合规状态、党内法规制度的制定实施状况、党内政治文化的健康状态、党内生命力发展状态及其具体指标等方面进行科学设计。
The clean and upright political ecology within the Party is an important political condition for the CPC to achieve comprehensive leadership and long-term governance.Continuously purifying the political ecology within the Party is an important part of the Party’s political construction in the new era and the main goal of comprehensive and strict Party governance.It is also a powerful lever for deepening the great new project of Party building.Political ecology within the Party is an organic combination of six subsystems,including the state of behavior subjects within the party,the state of political life within the party,the state of political relations within the party,the state of internal regulations and systems,the state of political culture within the party,and the state of vitality(or development)within the party,which interact with the social,political,and even natural environments.The various elements of the political ecosystem within the party exhibit distinct characteristics such as party spirit,self-reform nature,functional leadership,and environmental sensitivity in the coordinated operation process.The construction of the political ecology within the Party is a comprehensive category that includes activities such as purifying the political ecology within the Party,reconstructing the political ecology within the Party,and creating the political ecology within the Party.To construct an evaluation index system for the political ecology within the Party in the new era,it is necessary to follow the content framework of the internal political ecology,and also to rely on assessment standards and indicators that have been proven effective in practice.As an important part of the Party’s political construction,the measurement index system of the political ecology within the Party can be scientifically designed from the development status of the Party’s behavior subjects(including Party organizations,Party members,and cadres),the quality of Party’s internal political life,the compliance status of Party�
