摘要
突发水污染事件是由于环境污染而造成的突发性水污染事故,常常会造成跨界污染,主要是因为进入水体中的污染物迁移扩散速度快、围堵拦截难。贵州地处云贵高原,喀斯特岩溶地貌发育典型,河流的山区性特征明显,多数河流上游河谷开阔,水流平缓;中游河谷束放相间,水流湍急;下游河谷深切狭窄,水量大,河流平面形态以限制性顺直或弯曲河流为主。本文结合工作实践,以环境应急空间与设施操作使用说明为导向,为贵州省流域突发水污染事件的应急处置和应急事后管理提出对策和建议,以期为相关部门提供参考与借鉴。
Sudden water pollution is a sudden water pollution accident caused by environmental pollution,often causes transboundary pollution,mainly because of the rapid migration and diff usion of pollutants entering the water body,and the diffi culty of containment and interception.Guizhou is located in the Yunnan-Guizhou Plateau,where karst geomorphology is typical.The rivers have obvious mountain characteristics,and most of them have open valleys and gentle water flow in the upper reaches.The river valley in the middle reaches is interlaced with fast-fl owing water.The lower river valley is deep and narrow,with large water volume,and the river plane form is mostly restricted straight or curved.Based on the work practice and guided by the operation and use instructions of environmental emergency space and facilities,this paper put forward countermeasures and suggestions for the emergency response and post-emergency management of water pollution emergencies in the river basin of Guizhou Province,in order to provide reference and reference for relevant departments.
