福建省河流污染以空间换时间应急处置工程设施初探 被引量:7

摘要 通过对福建省各试点调查,水污染事件以空间换时间应急处置工程设施有13种类型,其中临时拦截坝、桥梁、坑塘、江心洲型河道、干枯河道、引水式电站、引水管道、槽车、水库等9种属于生态环境部所定义的类型。另外排污管改抽污管、排洪渠、园区公共应急池、便道涵洞等4种类型则是将已有设施经适当改建所形成的应急处置工程设施,通过改建既可以及时收纳污水、有效减少应急处置的工作量,又可以大幅压缩应急处置经费、加快处置的速度,具有福建特色。 Through the investigation of the pilot projects in Fujian Province,there were 13 types of emergency treatment facilities for water pol-lution by the space-for-time method,of which 9 types had been invented by the Ministry of Ecology and Environment of the People’s Republic of Chi-na,including temporary interception dams,bridges,pits,rivers of the central continent type,dry rivers,diversion power stations,diversion pipelines,tank cars and reservoirs.The other 4 types of facilities were constructed by the existing facilities which had been properly modified,including pipes for extracting sewage converted from blow-off pipes,flood drainage channels,public emergency pools in industrial parks,access roads and culverts.Through reconstruction,it could not only receive sewage in time and effectively reduce the workload of emergency disposal,but also greatly reduce emergency disposal funds and speed up emergency disposal.These facilities were very characteristic of Fujian Province.
