摘要
论文讨论了新质生产力的内涵及其演进,从新发展理念、产业载体等角度对新质生产力与绿色生产力的本质特征进行了深入剖析,认为“新质生产力本身就是绿色生产力”这一重大判断更多的是一种政治动员或对绿色发展的强调,在此基础上提出绿色生产力的内涵特征,对新质生产力特别是绿色生产力可以驱动、支撑和赋能的重点领域进行了详细研讨,提出了绿色生产力可以推动发展方式绿色转型并助力碳达峰碳中和,可以支撑绿色低碳循环发展经济体系的构建,可以赋能人与自然和谐共生的美丽中国建设,可以让绿色低碳的生活方式拉动经济绿色低碳转型。最后,从生产力和生产关系这对矛盾解决的需求角度提出应全面深化改革,形成与新质生产力发展相适应的新型生产关系,包括提高劳动者素质、依靠科技进步推动经济绿色转型以及提高我国环境治理能力等。
The connotation and evolution of new quality productive forces are discussed in the paper,and the characteristics of new quality productive forces and green productivity are thoroughly analyzed from the perspectives of new development concepts,relative industries,etc.It is believed that“new quality productive force is green productivity”is more of a political mobilization or emphasis on green development.Based on this,the connotation and characteristics of green productivity are proposed,and the key areas that can be driven,supported,and empowered by new quality productivity forces,especially green productivity,are discussed in detail.It is proposed that green productivity can promote the green transformation of development model and help achieve carbon peaking and neutrality,support the construction of a green low-carbon circular economic system,and empower the construction of a beautiful China with harmonious coexistence between humans and nature,and drive economic green and low-carbon transformation through a green and low-carbon lifestyle.Finally,from the perspective of resolving the contradiction between productivity and production relations,it is proposed to comprehensively deepen reform and form a new type of production relations that are suitable for the development of new quality productive forces,including improving the quality of workers,promoting economic green transformation through technological progress,and enhancing China’s environmental governance capacity.
