摘要
新质生产力是以科技创新为核心动力,以战略性新兴产业和未来产业为生产依托,以高质量发展为内在要求的先进生产力,代表生产力的整体性升级与跃迁,对于抓住数字技术发展和变革的机遇,培育新产业,助力我国经济高质量发展,乃至在全球经济竞争中构筑新的竞争优势具有重大战略意义。加快发展新质生产力,应当注重“点线面体”四维发力。一是聚焦重“点”,即以加强科技创新、打造新型劳动者队伍、用好新型劳动工具与塑造适应新质生产力的新型生产关系为重点;二是全“线”发力,即推动创新链产业链资金链人才链深度融合,彼此牵引,互为支撑;三是提质扩“面”,即根据自身条件在提升新质生产力质量的同时拓宽其应用范围与影响区域;四是全“体”协同,即与世界各国一起加快新质生产力发展步伐,共同构建人类命运共同体。
The new productive forces are advanced productive forces driven by technological innovation,relying on strategic emerging industries and future industries for production,and aiming for high-quality development.They represent the overall upgrade and leap of productive forces,and hold significant strategic significance for seizing opportunities for digital technology development and transformation,nurturing new industries,and promoting high-quality economic development in China,and even building new competitive advantages in global economic competition.Accelerating the development of new productive forces should focus on the four-dimensional efforts of"point-line-surface-volume".First,focus on key“points”,including strengthening technological innovation,building a new type of workforce,utilizing new type of work tools,and shaping new production relations adapted to new quality productive forces.Second,make full“line”effort,promoting deep integration of the innovation chain,industry chain,capital chain,and talent chain,mutually pulling and supporting each other.Third,enhancing quality and expanding“surface”,meaning expanding application scope and impact region of new quality productive forces according to local conditions while enhancing their quality.Fourth,coordinate the entire"volume",accelerating the pace of developing new quality productive forces together with countries all around the world.
