摘要
本文深入剖析新时期公立医院党组织在议事决策中的新定位,通过双向进入、会前沟通、民主决策新机制的优化和完善,对议事决策中的组织、职位及议事流程中的新路径进行系统重构,提出党建统领视域下公立医院三级议事决策“三新”运行体系,为加强党的领导和有形有效覆盖,深化公立医院内部改革及治理提供新视角。
This paper delves into the new positioning of Party organizations in public hospitals'decision-making processes in the new era.Through optimizing and improving mechanisms such as two-way communication,pre-meeting discussions,and democratic decision-making,it systematically reconstructs the organizational positions and decision-making processes in decision-making meetings.It proposes a“triple new”operational system for decision-making at the third level of public hospitals under the perspective of Party building leadership,providing a new perspective for strengthening Party leadership,ensuring effective coverage,and deepening internal reforms and governance in public hospitals.
