摘要
随着中美博弈事态演进,美国对华“实体清单”制裁趋势呈现深度化、精准化、扩大化等趋势特点,北京“实体清单”所涉企事业单位及个人总数和占比居全国之首,覆盖19个行业,细分362个经营领域。“实体清单”制裁带来重大挑战,这种挑战既涉及应当怎样看待制裁的问题,又涉及应该怎样应对制裁的问题。我们应该从底线思维、系统思维、辩证思维重新审视“实体清单”制裁对在京科技企业的总体影响、延伸影响和具体影响。要因势应变,“跳出制裁”看制裁,从政策精细化、人才规模化、技术替代化、场景应用化、主体协同化、金融多元化、组织功能化、维权法治化等八个方面突围“实体清单”制裁。
The trend of the United States sanctions on China’s“Entity List”is characterized by deepening,precision,and expansion as the situation between the two countries evolves.The total number and proportion of enterprises,institutions,and individuals in Beijing included in the“Entity List”ranks first in the country,covering 19 industries and subdivided into 362 business areas.“Entity List”sanction presents challenges regarding how to approach and respond to the sanction issue.It is advisable to reevaluate the general,broad,and particular effects of the“Entity List”penalties on Beijing’s technology companies from bottom-line,systematic,and dialectical perspectives.To adapt to the situation,we need to break through the sanctions from eight aspects:policy refinement,talent scaling,technology substitution,scenario application,subject collaboration,financial diversification,organizational functionalization,and rights protection and the rule of law.
