摘要
当今世界正经历百年未有之大变局,复杂的国际环境使我国过去出口主导型的增长模式在未来较长一个时期遇阻,“国内大循环”成为助推中国经济发展的必然选择。从基础条件看,“国内大循环”具备生产基础牢固、制度规则完善、发展方向正确三大优势;从社会再生产的四大环节看,畅通“国内大循环”有助于在生产环节实现中国经济走向高质量发展、分配环节完善以按劳分配为主体的社会主义分配制度、交换环节优化社会资源配置实现有效供给、消费环节挖掘最广大劳动人民的消费潜力。尤须重视的是,新时代应科学依托统一大市场畅通“国内大循环”,其中的关键路径包括:通过提升商品和服务质量,完善要素市场化配置,统一规则制度,推动数字化智能化应用建设科学、规范、高效的统一大市场。
The world today is undergoing a profound change unseen in a century.The complex international environment has made China's export-led growth model in the past encounter obstacles in the future for A long time.“Domestic Economic Circulation”has become an inevitable choice to boost China's economic development.In terms of basic conditions,the “Domestic Economic Circulation” has three advantages:a solid production foundation,perfect rules and regulations,and the right direction of development;From the perspective of the four major links of social reproduction,a smooth“Domestic circulation”will help realize high-quality development of the Chinese economy in the production link,improve the socialist distribution system with distribution according to work as the mainstay in the distribution link,optimize the allocation of social resources to achieve effective supply in the exchange link,and tap the consumption potential of the vast majority of working people in the consumption link.It is particularly important to emphasize that in the new era,the smooth domestic circulation should be scientifically based on the unified market.The key paths include:building a scientific,standardized and efficient unified big market by improving the quality of goods and services,improving the market-oriented allocation of factors,unifying rules and systems,and promoting digital and intelligent applications.
