摘要
高等教育质量元评估是新时代高等教育实现高质量发展、推进治理现代化的重要手段和支撑。通过文献分析发现:高等教育质量元评估体系构建研究的热点包括高等院校质量评估与高等教育治理、元评估视角下高等教育评估的改进路径、第三方评估体系、发达国家的有关实践和启示、高等教育质量保障评估体系;“管办评”分离背景下高等教育第三方元评估建设路径和“双一流”建设,是该领域持续关注的议题。高等教育质量元评估存在实践缺失,理论与实践互相融合、互相促进的程度不足,制度保障有待健全等问题,相关部门应当通过落实“立德树人”价值引领、加快构建高等教育质量元评估标准体系;加快政府职能优化转型、理顺元评估实施机制;以评估机构内部制度建设为抓手来推动完善元评估制度保障等路径,推进中国特色高等教育质量元评估体系的构建。
The meta-evaluation of higher education quality is an important means and support for achiev-ing high-quality development and advancing the modernization of governance in the new era of higher educa-tion.Literature analysis reveals that the hot-spots in the construction of higher education quality meta-evalua-tion systems include quality assessment of higher education institutions,improvement paths of higher education evaluation under the meta-evaluation perspective,third-party evaluation systems,relevant practices and in-sights from developed countries,and higher education quality assurance evaluation systems.The construction path and characteristics of third-party meta-evaluation in higher education under the context of the separation of“administration,university-running and evaluation”is a topic that will continue to receive attention in this field in the future.At the practical level,there are issues such as implementation gaps,inadequate integration of theory and practice,and the need for stronger institutional safeguards.By implementing the value guidance of“nurture morality and foster talent”to construct a standard system for higher education quality meta-evaluation,accelerating the optimization and transformation of government functions to streamline the implementation mech-anism of meta-evaluation,and focusing on the internal institutional development of evaluation agencies to drive the improvement and consolidation of fundamental assessment system guarantees,we can hasten the develop-ment of a higher education quality meta-evaluation system with Chinese characteristics.
