教研制度:强国建设的教育基石 被引量:10

The Teaching and Research System:The Cornerstone of Education in the Building of a Powerful Country

摘要 教研制度伴随着20世纪初我国现代学校制度的建立而产生,并随中华人民共和国的成立不断发展。教研制度是中国特色的教学管理和教学质量保障制度,它体现了“相观而善”的中国教育文化传统,顺应了教育人口众多的基本国情,是中小学课程教学改革的重要支撑力量,是中国特色教师教育体系的重要组成部分,也是中国特色社会主义制度优势的集中体现。经过多年的努力,我国的教研体系建设取得了显著成效,但还存在着五级教研体系缺少顶层指导、部分地区教研工作弱化、教研工作保障机制不够健全、农村教研体系不完善、社会力量参与教研工作不够等薄弱环节。完善我国教研制度,推动传统教研向现代教研转变,应着重处理好中央和地方、官方和民间、专职和兼职、研“考”和研“学”等八个关系。 China's teaching and research system emerged with the establishment of China's modern school system in the early 20th century,and continued to develop with the founding of the People's Republic of China.As a system with Chinese characteristics for the guarantee of teaching management and teaching quality,it embodies the cultural tradition of"learning from each other and making progress together"in Chinese education,and conforms to the basic national condition that China has a large population for education;it is an important supporting force for the curriculum and teaching reform in China's primary and secondary schools,an important part of the teacher education system with Chinese characteristics,and a concentrated reflection of the advantages of the socialist system with Chinese characteristics.After years of efforts,China has achieved remarkable results in the construction of the teaching and research system,but there are still weaknesses,such as lack of top-level guidance in the five-tiered teaching and research system,weakened teaching and research in some areas,the insufficient mechanism for the guarantee of teaching and research,the imperfect rural teaching and research system,and insufficient social participation in teaching and research.To improve the teaching and research system and promote the transformation of traditional teaching and research into modern teaching and research,we need to properly handle the relationship between the central government and local governments,between official institutions and non-governmental organizations,between the full-time work of teaching and research and the part-time work of teaching and research,and between the research into test scores and the research into students'healthy growth and teachers'professional development.
