摘要
本文从“公治”与“私治”、“分裂”与“聚拢”、危机与转机三个维度,梳理和剖析全球数智之治的发展趋势与制度逻辑。一方面,研究的焦点从“是否需要监管”转至“谁来监管”“如何监管”“为了谁的利益”等更为深入的问题。另一方面,学界呼吁彻底颠覆西方中心的网络治理体系,探索更加符合数智传播生态和网缘政治格局的制度逻辑。
This article systematically reviews and analyzes the development trends and institutional logic of global digital governance from three dimensions,i.e.,"public governance"and"private governance,""division"and"aggregation,"and crises and turning points.On one hand,the research focus has shifted from the question of"whether regulation is needed"to more profound inquiries such as"who should regulate,""how to regulate,"and"for whose benefit."On the other hand,there is a scholarly call for a thorough overturning of the Western-centric network governance system,advocating for the exploration of institutional logics that better align with the ecology of digital communication and the geopolitical landscape of the Internet.
